The SB 375 process will result in a new breed of regional planning documents, Sustainable Community Strategies and Alternative Planning Strategies, that will direct transportation funding and approaches to greenhouse gas (GHG) reduction for car and light truck travel. The need to reduce GHG emissions is urgent. Rather than await the direction from Metropolitan Planning Organizations, cities and counties have the lead time to take charge of their local planning and strongly inuence the outcome of SB 375 regional planning. AB 32, SB 375, and Regional Blueprints: The Ins and Outs of Making Smart Growth Work

Successful implementation of AB 32 and SB 375 will require the phasing-out of speculation- and car-driven growth and the blossoming of diverse infill development and transportation projects. For California to have any chance of achieving AB 32 targets, SB 375 must be successfully implemented. But what does the successful implementation of SB 375 look like? What constitutes a successful blueprint? At our presentation on June 26, ECOS will present several strategies, highlighted with specific examples, for ensuring that the blueprints do what we need them to do. ECOS will also use this workshop as a brainstorming session around effective implementation of these new laws. Are additional changes to local or state law needed? What about enforcement? How do we tackle the fiscalization of land use without losing the support of local governments? How do we increase densities in the face of mounting NIMBYism? If California is truly committed to this new path, regional blueprints must be good enough to stop sprawl and reduce regional GHG emissions. And local governments must then actually comply with their blueprints. ECOS invites you to join us in exploring ways to ensure that these critical new laws are successfully implemented.
